Chinese City Snuffs Out Cigarette-Butt Campaign

In Shengzhou, a social experiment in urban cleanliness has proved too popular.

Local government officials endeavored to rid the city of errant cigarette butts by offering to exchange them for tissues—a pack of 200 of them for every 50 butts. It was part of a broader Communist Party push for better sanitation under the continuing Patriotic Health Campaign.

But word about the program spread far beyond Shengzhou, a city of 734,000 south of Shanghai.
