It's my understanding that EMS delivers P3 paperwork to K1 visa applicants in China. I'm a little confused about this relationship as EMS has a long standing policy that requires the recipient telephone number at the address location. They will not deliver without the telephone number.

 

So, here's my quandary. Obviously the US Consulate in Guangzhou delivers P3 paperwork all the time. However, for K1 visa, the applicant does not provide a telephone number until after they receive the P3. Now, some K1 people are aware they can go to UStraveldocs and create an account before they receive the P3; and also complete the DS160. But, surely not everyone does this.

 

Does anyone know how EMS can associate a telephone number to the K1 applicant in China?

Process has changed over the years, now a days they contact beneficiary and instruct them to go here for P3 paperwork, they tend to not send out a P-3 packet anymore.

One thing you can do is once you know NVC has sent case to Guangzhou, you can provide them beneficiary contact information and email address by sending them a note here: http://guangzhou.usembassy-china.org.cn/immigrant-visa-unit-question.html

I'm aware that the visa processes have changed over the years as I filed a previous K1 in 2005. So, things are different now. Obviously K1 applicants can attempt to contact the consulate, but let me again be clear that there is no instruction for them to do that, as there is no mail or contact from the consulate to the applicant before the P3 is mailed.

 

So, let me state my question again. EMS will NOT deliver packages in China without a telephone number for the recipient. Obviously the US consulate in Guangzhou has been delivering P3 paperwork for many months since the UStraveldocs change and implementation. It's not like something fell through the cracks and the K1 applicant needs to read the tea leaves and hurry up and try to make sure the US consulate knows their telephone number and associates that telephone number with their address in China. Somehow P3 paperwork is being delivered to K1 applicants who may not have a telephone, or who may be unaware of how to provide a telephone number to the consulate.

 

On the surface, this seems very stange indeed as K1 applicants are directed NOT to take any action until they are contacted by the consulate.

As long as they can get a signature, they will deliver. The phone number is simply used (if available) to make arrangements for delivery

 

What you can do is to include 電話 nnnn-nnn-nnnn (Chinese characters for 'dianhua', followed by the phone number) somewhere in the address.
