It won't ever happen, but in my view, all those people who even post approval of such activity on the Internet or publicly state that they think this behavior is "funny" or "amusing" should be subjected to legal proceedings. They should be forced to undergo psychological evaluation, and behavioral remediation. Law needs to extend beyond just doing the act, and addressing the behavior that supports it. It's shameful.

I wanted to add that I showed the video Mick posted to my GF in Guangzhou. She was shocked! All she could say is "Why? Why do people do that? Why doesn't your government do anything?" I was at a loss for words. I felt shame for my country.
