The device, known as a "thrust fork" or "police fork", employs a catch-type mechanism that enables police to immobilize an attacker from a safe distance. Pictures 3, 4, and 5 (in the link) seem to show the sequence used to subdue the attacker. I think the pins inside the hooks are designed to keep the attacker from escaping.
