My guess is the Chinese government is trying to get foreign multinational corporations to put more money in the China retirement system for workers who likely will never collect. How many expats of the 600,000 will work 15 years to be eligible? How many will bother to collect? This is the kind of tax governments like because it only effects the non-core constituency, the same reason many communities have specific taxes on hotel rooms and rental cars in the US.
