dnoblett Posted December 20, 2009 Report Share Posted December 20, 2009 CR-1 = Conditional Resident (Spouse) visa, (Married less than 2 years at time or Green-card issue) If married more than 2 years at the time of residency issuance then is considered IR-1 You file an I-130 to USCIS to petition for this visa. Yes USCIS isses NOA1 (Receipt) NOA2 (Approval) then P3 is handled by NVC and P4 is sent out by Consulate.
