Great to hear your friend succeded but the thing that bothers me about this is the VO would have had the file right in front of him at the interview. In the file would have been the petitioner's A number as well as his G-325A biographic that would have shown quite clearly that he was born in China and was a naturalized citizen. It seems to me quite obvious that the man could communicate with his sweet heart in Chinese.

 

And it is obvious that the VO knew this as well. Typical stall tactic by the VO.

Yeah, I know that the FAO should have been able to deduce that there was high probability that my friend, being born in China, could speak Chinese.

Maybe the FAO's line of thought was that my friend being born in GUZ spoke Cantonese and his fiancee spoke Mandarin.

But who knows what they FAO was thinking.

Who knows what documents the FAO's have in front of them.

Maybe this is where the real issue lies.

At my GC interview the IO stated that he had no documents that indicated my wife and I had previous marriages. In fact, from what I saw on his desk, he did not have a lot of documents in front of him at all.

What happened to all that paperwork that my wife and I submitted along the way?

 

With all these interdepartment hand-offs, maybe documents and other pertinent info is being lost/misplaced and the resulting files completely misrepresent the actual case.

Hmmm, I'm not so sure. The one and only time I ever saw our file after sending it was our AOS interview. From what little I could see of it, it was pretty thick and looked like it was all there. At my wife's visa interview The VO seemed to have no problem finding what she needed.

Yes - it should all be there. Sometimes, the IO will fail to find things that he expects to NOT be there, e.g. the medical report. Be ready to remind him that it was submitted at GUZ.
