You gave no details - what is his mother's status? How old was he when you married? How long will he want to stay? Does he have a degree? Why will he be coming?

 

But my first guess would be that your wife can file an I-130, if she's an LPR, so that he could arrive in about 10 years.

 

Visitor's visa? A lot less time, but a lot less likely.

my step was 20 when we got married he would like to live in the usa he has no degree..also his mother has the 2 year perment cardshe has her ssn#

so the mother is the only one that can file the I-130 ?do you know how long it will take before she will become a American citizen she has only been here for 6 months

Yes - because he was over 18 when you married.

 

She can apply for citizenship 3 years after she got her green card (I think). So it would be 2013 at the earliest before he could come.
