Resumes for Visa Applicants

I have noticed that resumes for visa applicants are being asked for regularly and now resumes appear on the OF-169 (#13?). Are resumes required for all visa applicants regardless of their education level? Or is this just a requirement for visa applicants with a graduate degree, or maybe just Science and/or Technology fields? A basic resume can be created just from the info on the DS-230.
