In answer to your question, a US citizen is someone that was either born in the US, or became a naturalized citizen by going through the immigration process. A "Permanent Resident" is a green card holder and is not entitled to the same rights as the US citizen. A permanent resident for example cannot file for fiance visa. Link to comment
