Joanne
CR1 is an immigrant visa. Once the visa holder arrive at and be allowed to enter US, she/he becomes a permanent resident. Even though her/his actural "green card" - permanant resident card will come later, her/his status is a permanent resident, and is eligible to work. Link to comment
