Hmmm.  Maybe yes, maybe no.  The consensus seems to be that visa files are not coded as "diplomatic papers" and are shipped in larger quantities.  I hope you're right.

In the GUZ speaks thread, GUZ indicates Visa papers are not shipped under "diplomatic seal". The term "diplomatic papers" is purely a DHL thing. My impression is that "diplomatic papers" include. The guidance we've received so far here is to track under the "reference" I-730. The I-730 may or may not be the correct reference but I-730 is a USCIS "Refugee/Asylee Relative Petition", so I-730 packages are "petitions" and labeled by DHL diplomatic papers.

 

I've seen several posts here that seem to confuse the terms "Diplomatic Seal" and "Diplomatic Papers".

Finally the last of 4 DHL shipments possibly containing our 129 has been delivered to the GZ counsulate.
