Why is my K3 waiting for CR1?

Thanks for clearing it up.

 

The way the the I-130 works with GZ is that after approval by USCIS, it is sent to NVC for review. NVC then sends out the I-864 (after fee payment) and then the immigrant visa application(DS-230). Once NVC gets all that back from the petitioner, they forward it to GZ.

If the I-130 reaches GZ first, it will be processed for the immigrant visa (IV) CR1. The K3 petition will be voided.
