Still one more question: I still not get the DS-3032 form so my husband will send his via courier mail. Can I sign the form coming from him and send it to NVC? Want to get the bill before end of this month thats we are rushing.

Absolutely.

 

The information letter about the DS-3032 states that a copy sent to the petitioner can be sent or faxed to the applicant. Only the applicant can sign the DS-3032.
