Now he is working for a government company in mid of America and this company can also give him working visa. My question: which way should he go in the pursuit of his permanent ID? The company will get him a green card - probably before you see any activity on his "child of an lpr" application. There is no reason to abandon that until he has his work green card in hand. Each time I see a reminder of the red spot on the top of my page, I would be very happy as if I see my savings getting higher at my bank.
