Lost Green Card!! and more

Well, it seems my wife's daughter has 'misplaced' her green card!!!! Still looking but what's the procedure to get a new one? She has an I-131 as she went to China for her masters degree. Does that make it any easier? She's of course in China right now. I saw where they suggest you need to do an I-90 and pay the fees plus have fingerprints?? How does she have her fingerprints taken if she's in China?

 

Also, she mentioned that she wants to become a US citizen. Being out of the country on a 131 for 2 years does that reset her 5 years required after the green card was issued?

Procedure is file an "I-90, Application to Replace Permanent Resident Card" and pay a $455 fee

And yes, being away from the states more than 6 months resets the 5 year clock for citizenship.

She may need a travel document or letter of transportation. Have her contact her nearest American consulate in China. Yes, she can make an appointment with American Citizen Services.

 

She will file the I-90 when she gets back

A replacement green card can only be sent to a US address. Usually when someone loses their green card abroad, they get a transportation letter from a US consulate (which might involve filing I-131A) for getting the airline to fly them back to the US, and then file I-90 once they get back to the US.

 

However, in your daughter-in-law's case, it sounds like you are saying she has in her possession a Re-entry Permit (that's one of the types of documents that's applied for with I-131, and it's for 2 years), in which case she can directly fly back to the US and enter the US using that (during the Re-entry Permit's period of validity), and she doesn't need to get a transportation letter. She can then file I-90 once she gets back to the US.
