China Looks to Build a Major City From Scratch

Government aims to turn Xiongan farmland into Beijing commuter hub, in attempt to replicate Shenzhen’s success, avoid Caofeidian’s failure

 

 

When the Chinese government announced plans earlier this month for a new megacity a two-hour drive south of Beijing, instant gold fever erupted.
Fan Yushou, a 36-year-old businessman from Chongqing, about 1,100 miles away, hopped in his car as soon as he heard about the plans and drove for 20 hours. Home prices in the area more than doubled in the days after the April 1 announcement. Local media reported one Beijinger arrived with a trunk full of cash to buy apartments.
They all wanted a piece of the Xiongan New Area, billed in state media as an “ecocity” led by innovation and high tech set to rise from a swath of farmland and plastics factories—the epitome of the new model of growth China aspires to.

While Shenzhen was built expressly to draw foreign investment and take advantage of spillover effects from nearby Hong Kong, it is unclear what would make Xiongan, in a relatively isolated part of Hebei province, throb with economic vibrancy.
There is of course the proximity to Beijing; a planned new rail line that will cut the commute there down to an hour. And a new international airport is being built midway between Xiongan and the center of Beijing.
Xiongan’s creation comes at a time when the congested capital is looking to relocate businesses and as many as two million people and provides a convenient cure for Beijing’s overcrowding.

Located on the southern part of Daxing district, along the border with Hebei province, the new airport is planned to go into service in 2019.
 
"There are demands to add hundreds of flights in Beijing every day that get refused because we're running out of resources. The city is capable of running dual hubs," said Liu Xuesong, the general manager of Capital Airports Holding Co., the operator of Beijing's existing airport, speaking to Bloomberg.
 
The cost of construction of the new airport has been estimated at USD 12.9 billion. With at least seven runways, it is expected to handle around 100 million passengers a year. Beijing Capital International Airport in the northeast of the city saw over 90 million passengers last year.
 
"So far in history we haven't seen any city or city clusters having two hubs of the same scale," said Ma Chongxian, vice president of China National Aviation Holding Co., speaking at a conference in Beijing in May.
Subway and railway links are being built underneath the new terminal, as well as coach services, connecting the airport with downtown Beijing and neighboring Tianjin and Hebei.
 
The journey between the airport and downtown area of Beijing is expected to take about half an hour.

I think JFK and LaGuardia (plus Newark) should be considered; not to mention O'Hare and Midway and San Jose +SFO.

Rising on a plain south of Beijing is a mega airport that is about to change the balance, bringing all three head to head in the capital as it becomes the world's biggest aviation hub.
The new airport, due to open in 2019, has been designated by authorities as the hub for members of the SkyTeam alliance, a global group of airlines that includes China Eastern and China Southern. The two Chinese carriers will each be allowed to capture 40 percent of the airport's passengers, gaining coveted time slots to Europe and the U.S. in Air China’s backyard.

With access to more slots in Beijing, China Southern and China Eastern would potentially get more access to lucrative North American routes while their SkyTeam partners would get better access to the Chinese capital. In addition, China Southern, the nation's biggest airline, would be able to draw traffic from its Southeast Asian links to fly via Beijing to the U.S.

That's because it's usually airlines, rather than the government, who choose which airport to fly to, said Steve Saxon, a Shanghai-based partner at McKinsey & Co.
"China is different," Saxon said. "The government has substantial influence over the three largest carriers," which will help Beijing build two connecting hubs where other cities have failed.

Opening day set for new Beijing airport
Beijing's new international airport will start operations on Sept 30, 2019, the Civil Aviation Administration of China said on Friday.
All airport engineering projects will be completed by the end of June next year, Feng Zhenglin, head of the administration, said at a meeting in Beijing.
Construction of fuel supply storage will be finished in April, and all highway routes under construction are expected to open to traffic in June, Feng said.

China Eastern Airlines and China Southern Airlines will be the main carriers at the airport. The construction of designated airline spaces will be completed by September next year, Feng said.
The roof of the main terminal building was sealed on New Year's Eve and internal decorations and installation of electromechanical equipment are underway. The main terminal building, covering 313,000 square meters, the size of 44 soccer fields, consists of a central hub and five arms resembling a phoenix spreading out its wings.
The new airport's construction began at the end of 2014. The airport is expected to handle 72 million passenger trips, 620,000 departures and arrivals, and 2 million metric tons of cargo and mail annually by 2025.

Previously released aerial photos of Beijing Daxing International Airport already stirred public interest, revealing that the new airport resembles a soaring phoenix with its wings spread wide.

With the newly-released photo set, the airport again caught the public eye. The inner design of the airport is very streamlined and concise, and very well-designed. Also, the airport primarily uses natural light and is very well-lighted, highlighting its environmentally-friendly design philosophy.

According to the current plan, construction of the principal part of Beijing Daxing International Airport will be completed by June 30th this year and it will be open for operation by September 30th.

The airport was engineered to be a super-large international aviation integrated transportation hub, serving 100 million people by 2040. It is a major national project to push the coordinated development of the Beijing-Tianjin-Hebei region, and also a significant gateway for the #BeltandRoad Initiative.

Really nice airport. With luck, I may never have to go through Beijing again, as Shenyang airport went international a few years ago. Seven trips to Beijing airport after a 16 1/2 hour flight...then having to deal with going from the international side to the domestic side in a virtual sea of people.

 

Oh, it was fun and often a suitcase dragging footrace. Now that I've got the girl safely out of the State Department's clutches I'm not looking for exercise in an airport anymore.

 

One beautiful airport though.

What You Need to Know about Beijing's Shiny New Airport

If you’re traveling through Beijing, whether you transit through Daxing (pronounced da-SHEEN, as in Charlie Sheen) or the older Capital International Airport will be determined by your airline. US carriers American and Delta, both currently at Capital, have said they’re still evaluating a move, according to travel site The Points Guy. British Airways says its whole operation will be moved to the new airport.

Chinese flag carrier Air China will mostly stay at the older airport, but it will run 10% of its flights from Daxing. China Southern Airlines will split its operations roughly equally between the two bases.

 

China Eastern will move most of its operations to the new airport, while leaving the bulk of the lucrative Beijing-Shanghai routes at Capital.

The new highway outside the terminal is said to be built with snow-melting concrete, making winter roads less hazardous.
