In this question, myself, being the step father...can I be put in as the US citizen father, though I'm not his biological father? I did not adopt my step son, only petitioned him. He is applying for citizenship and we are not sure of this question. Thank you very much.

Yes, this section is asking if either biological or adoptive parent is a US Citizen which in many cases could establish citizenship of applicant depending on applicant's age when the parent became a citizen.

 

In this case biological parent is not a US citizen so does not need to be noted, and since you did not adopt, but are only step parent, you are not noted either.
