How do I get packet 3 to be resent to new address

My fiance has moved and her address wasn't changed by the time petition got to GZ. The packet 3 was sent to her old address then returned to GZ. What is the process to get the P3 sent to the new address and how do I get the new address put into their system. The U.S. visa processing center can't do this as petition is already in China, I called. Thanks.

Email consulate new info and then just download the OF-169 and DS-230

Send OF-169 and DS-230 part 1 only along with photo copy of bio page to the consulate.

 

The consulate will email out packet 4
