intended USA domicile, is the same as re-establish right? previously in this thread you mentioned since I am working in China and not a USA based employer it looks like I have relinquished my domicile.

You can always claim US Domicile on the form by providing evidence that you considered living outside USA as temporary, and are in process of returning to the USA.

 

This will be the case once you move back to the USA, and this will be the case when the I-864 actually becomes in force, "After Immigrant enters the USA"
