notarizing documents with a green card

Hi,

I'm not sure if this is the proper place to ask, but is it possible for someone with a green card to enter into the US embassy and get some documents notarized?

I believe US-Citizen's Services at the consulate also covers Lawful Permanent Residents, and services like notary is available to LPR's

Although the American Citizen's Services will usually require an American passport to get in the consulate.

 

You don't say why or what it is that needs to be notarized.

I'm not really sure yet. But i'm trying to buy a house in California, but my wife is currently not here and won't be back till long after close of escrow. I'm trying to put her on the title. I was told she may need to sign something in front of a notary at a US consulate since she is not here.

 

The problem is if green card holders aren't allowed inside American Citizen Service for notary services, then that would be a problem.

Again email the Embassy, or Consulate and ask, more than likely she will be allowed entry using green-card for notary services.

I found this on the Shanghai consulate's website - "All documents to be notarized must be in English and must be intended for use in the United States." and "Non-U.S. citizens may obtain notaries for use in the United States, but must provide a passport for identification. The Consulate will not accept Chinese National ID cards as identification." They have an online appointment system.

 

Check on the consulate's website for specific information for the consulate that serves your wife's hometown

Does this mean she can not go to any other US Consulate? Like if Guangzhou serves her hometown , can she goto the Hong Kong US Consulate?

 

 

I assume she can go to any consulate - check with them to be sure.

OK so i called the consulate, and they basically told me they will serve any nationality. So you actually don't need a green card if I understood correctly. They can notarize documents if it used for some purpose in the United States.

 

 

but I have another question that is sort of off topic.. If my wife wanted to travel to HK, could she go there using her green card or would she still need a HK visa in her chinese passport?

Yes, she would need a visa, because she is traveling on a Chinese passport. LPR status is not the same thing as citizenship.

Yes, she would need a visa, because she is traveling on a Chinese passport. LPR status is not the same thing as citizenship.

Correct, she could enter HK only if she has a visa or has evidence of further travel on to another destination like the USA (Airline tickets), can remain in HK for, I believe 7 days, without a visa but with tickets.

 

National China (People's Rep.) (CN), Residence U.S.A. (US), Transit Hong Kong (SAR China) (HK), Destination U.S.A. (US)

 

Visa required, except for Holders of Hong Kong (SAR China) passports;

 

Or:

 

Visa required, except for A stay of max. 7 days for nationals of China (People's Rep.) (not holding Special Administrative Region passports) travelling to a third destination.

 

Or:

 

TWOV (Transit Without Visa):

 

Visa required, except for Nationals of China (People's Rep.) transiting in Hong Kong for a stay of max. 7 days, provided traveling to a third destination. A return ticket is not required if the onward destination is China (People's Rep.) or Macao within 7 days.

From the wording it sounds like may be able to enter HK as long has evidence that will be returning to the mainland within 7 days, (Travel Tickets)

 

It would be easier to simply go to the consulate in Guangzhou, unless she plans on traveling to the USA through HK, and will spend a couple of days in HK before boarding the plane to the USA.
