My girl is the same and she is also from Chongqing. She simply refused no matter that I asked, demanded, then begged. No bribing, its a waste and wrong, she said.

I remembered more and I think Jim_Julien is correct. My fiance is at lunch but I remember she said the policeman was very unhelpful until her employer signed/stamped it and then the policeman filled it in. Still, it wasn't her hometown but the employer did have her hokou.
