They're obviously trying to protect themselves from having someone denied entry to the US and having to transport them back to China. But the decision to admit someone to the US is in the hands of the CBP officer at the port of entry, not an airline check-in agent. There is no requirement in US immigration law that you have a return ticket of any type when entering on a non-immigrant visa. A return ticket is one of many possible pieces of evidence one can use to overcome the presumption of intent to immigrate. Link to comment
