Not sure if she should just filll out the form giv-24 in english and chinese both? I think just in english, what do you all think?

The GIV-24 is about the least of your problems! Print in English, they really don't care as long as it is legible!

What I did is:

If the original info is in Chinese, like your Chinese SO's relatives' name and address, then put it in Chinese and English translation. If the original info is in English, like your American relatives' name and address, just put in English.
